Management District Plan
UPDATED: January 2021
Property owners within the PBID voted to implement a five-year Management District Plan that specifies how additional monies will provide supplemental services to areas within the district. The added service areas include Security, Maintenance, Advocacy, Capital Improvements, Administration/Collection, and Contingency/Renewal.

2021 Renewal – 10 Years
The RENEWAL of the 80 Watt District -PBID, started in July 2018. A petition drive that will extend the PBID for another 10 years took place in February 2020, with a positive result of 96% yes in the responses to go to a final vote in June 2020. The Final Vote was 75% YES for 10 more years. For more information go to

Security
Additional security within the PBID has reduced crime 41% since January 2016 (“About Us,” n.d.). Sacramento Protective Services (24/7) daily patrols have illustrated the value of increased district monitoring. The 24-hour private security hotline (916-575-9900 ext. 1) is an added bonus for property owners and tenants that require immediate assistance.

Maintenance
The purpose of the maintenance program is to preserve high standards for aesthetics within the district. The standards of cleanliness coupled with accessibility and general appeal keeps consumers returning to local businesses while attracting new, potential property owners. Maintenance services include litter and graffiti removal, sidewalk pressure washing, weed abatement, and median maintenance. This program supplements the maintenance performed by current property owners within their own respective business spaces and handled by BISSELL BROTHERS PROPERTY SERVICE.

Advocacy
Advocating for the constituents is a key tenet of the PBID. The district has created several partnerships:
- The Ripple Effect is an active church organization that provides support for anyone wanting to get off the streets.
- WEAVE (Women Escaping a Violent Environment). WEAVE is an active nonprofit group that provides a myriad of services for women working to create stability in their lives after living through difficult circumstances.
- Mercy Housing gives opportunities for affordable housing through the County of Sacramento.
Capital Improvements
The use of monies for Capital Improvements will assist with grant funding for various projects to enhance the value of the district. The recently awarded “Transient Occupancy Tax (TOT)” Grant by Sacramento County, invested $20,000 of matching funds to purchase more License Plate Reader Cameras for the district. Looking to add Security Cameras, Fencing, and CPTED support is another way to continue our goal for ‘quality of business, quality of life,’ in the 80 Watt District.
Additional Support
The California Highway Patrol and the Sheriff’s Department identified an area where potential illegal activity could occur along Winona Way and Myrtle Avenue. Supervisor Susan Peters’ Office volunteered to fund this median fence (acting as an extension of a current fence on Watt Avenue and Orange Grove) as a preventive measure for the district. Thank you, Supervisor Peters!

Crime
In addition to the 41% crime reduction within the district, the 80 Watt District also works closely with the County of Sacramento Sheriff’s Department and Code Enforcement to identify and implement strategies to efficiently tackle pockets of crime in the area. A few of the notable successes include the Identification of illegal dumpers, elaborate human trafficking stings, and targeted cleanup of trash throughout the district.
Transit
Sacramento Regional Transit (SacRT) partnered with the district to create a pilot program focused on improving the appearance and safety of the SacRT access point within the 80 Watt District. Based on the Memorandum of Understanding (MOU) with Caltrans, the district’s overall goal is to clean the area a minimum of four times a year while adding landscaping; creating a calm space, and discouraging illegal activity. A road adoption sign for 80 Watt District is placed on the Northwest ramp of I-80 and Watt Avenue acknowledging the PBID’s contributions to improving the space.
