On CalChamber’s Advocacy website, you will find continual updates on the developing pandemic as well as links to websites aimed at helping employers.
The US Occupational Safety and Health Administration has a guide for aiding workplaces, that can be found here.

SBA to Provide Disaster Assistance Loans to Small Businesses and Nonprofits Impacted by Coronavirus (COVID-19)

Eligible Disaster Areas - Apply Online - Check Application Status

​The U.S. Small Business Administration (SBA) is now offering low-interest federal disaster loans to Sacramento County small businesses and nonprofit organizations suffering substantial economic injury as a result of the Coronavirus (COVID-19).

SBA’s Economic Injury Disaster Loans offer up to $2 million in assistance for small businesses to help overcome the temporary loss of revenue they are experiencing. These loans may be used to pay fixed debts, payroll, accounts payable, and other bills that are unable to be paid because of the disaster’s impact. The interest rate is 3.75 percent for small businesses. The interest rate for private non-profit organizations is 2.75 percent. SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years and are available to entities without the financial ability to offset the adverse impact without hardship. Terms are determined on a case-by-case basis, based upon each borrower’s ability to repay and eligibility is based on the financial impact of the Coronavirus (COVID-19).

The deadline to apply for the Economic Injury Disaster Loan is December 16, 2020.

EMPLOYER RESOURCES
Cal/OSHA and The CDC can provide you with clear information about how to protect your workforce from COVID-19. There is a lot of misinformation being passed around. Don’t risk it. Go to the experts.
The UI Work Sharing Program allows employers to seek an alternative to layoffs. Visit the site to learn more about its benefits for employers and how to apply.
The Department of Industrial Relations has good information about how your employees can use sick leave.
Employers planning a closure or major layoffs as a result of the COVID-19 impact on the economy can get help through the EDD Rapid Response Program.
Employers may be eligible for up to a 60-day extension to file state payroll reports and/or deposit state payroll taxes without penalty or interest with a written request for an extension to EDD. Click here for more information.

Sacramento County has issued a public health order directing all individuals living in the county to stay home, except for essential activities. The mandatory order was issued to slow the transmission of the COVID-19, provide more detail and add enforcement ability. We urge everyone to be safe and adhere to the Sacramento County public health order. Under this direction, there should not be gatherings in any formal setting and people should self-isolate in their places of residence to the maximum extent feasible, with the exception of “essential activities.” The County’s direction states “essential businesses may stay open and their employees may leave home to go to work.” This means that in compliance with social distancing requirements to the extent possible:

 

  • All bars, nightclubs, gyms, fitness studios and gathering venues should be closed. (see list here)
  • Restaurants, cafes, and similar establishments may remain open to supply meals* to the public via delivery and carryout. Dine-in is not permitted.
  • Those who provide services that are necessary to maintain the safety, sanitation, and essential operation can remain open.
  • Healthcare operations and essential infrastructure, including construction workers who support the construction, operation, inspection, and maintenance of construction sites and construction projects (including housing construction) may continue.
  • Non-essential businesses are allowed to perform “Minimum Basic Operations” on-site, so long as employees maintain a distance of 6 feet from one another to the greatest extent feasible.
*The Department of Alcoholic Beverage Control has temporarily suspended enforcement of specific legal prohibitions, including off-site consumption sales and delivery restrictions. Learn more here.

Additionally, the Labor & Workforce Development Agency (LWDA) regularly issues updated state-specific guidelines and the California Dept. of Public Health recently provided food and beverage establishment guidelines here.
